Comment rules before form in Elemental

Could someone tell me where to place comment rules before the form in elemental? For instance, something like "Please use your real name and do not place your URL in the comment field".. I've tried figuring this out on my own but can't seem to find the right place in comments.php to put it.

These should go in comments.php somewhere between line 72 and line 116, depending upon where you want it to show up.

Also - I noticed when I was checking out your site that you don't seem to be using a child theme? This is highly recommended as mentioned in our documentation, as it will make future theme updates infinitely easier.
